Overview

A European Ministry of Health sought support to accelerate its national digital health transformation programme. While a clear strategic direction had already been established through national policy and international alignment frameworks, significant challenges remained in translating digital capability into measurable improvements in healthcare delivery.

Working alongside an international digital health consultancy, the engagement combined evidence-based research with structured stakeholder engagement to assess the current state of the health system, identify barriers to transformation, and develop a practical implementation roadmap aligned with national priorities. The work focused on operational transformation, complementing an existing programme of technical infrastructure development rather than duplicating it.  

 

The Challenge

Like many health systems, the client had invested in digital infrastructure but continued to face fragmented governance, disconnected systems and inconsistent use of data across healthcare organisations.

International evidence highlighted recurring challenges around interoperability, governance, workforce capability and care coordination. However, understanding how these issues manifested operationally required engagement with stakeholders across the healthcare system to build a shared understanding of priorities and identify realistic opportunities for improvement.

The objective was not to recommend additional technology, but to develop a strategic roadmap that would enable existing digital capabilities to deliver greater clinical, operational and organisational impact.  

 

Approach

The engagement was designed around two complementary phases.

The first involved a structured review of national policy, international guidance and published evidence from organisations including the WHO, OECD, European Commission and UNDP to establish a baseline understanding of the health system and its digital maturity.  

Building on this evidence base, a multi-stakeholder workshop was designed and facilitated, bringing together senior representatives from government, healthcare providers, commissioners and digital health organisations. Through structured discussion, thematic analysis and prioritisation exercises, participants identified common barriers, validated research findings and agreed priority areas for transformation.  

The outputs from both stages were synthesised into a single strategic roadmap, balancing international best practice with the operational realities experienced by those responsible for delivering healthcare services.

 

Deliverables

The engagement resulted in:

• A comprehensive review of national and international evidence relating to digital health transformation.

• Design and facilitation of a national multi-stakeholder strategy workshop.

• Identification and prioritisation of system-wide challenges affecting digital transformation.

• Development of a phased implementation roadmap spanning short, medium and long-term transformation.

• Strategic recommendations focused on governance, operational improvement, data utilisation and clinical workflow redesign.

• A framework for aligning future digital initiatives with wider health system objectives.

Outcome

The final roadmap shifted the conversation away from technology procurement towards system transformation.

Rather than recommending wholesale replacement of existing systems, the engagement demonstrated how stronger governance, better integration, improved operational use of data and targeted digital interventions could unlock significantly greater value from infrastructure already in place.

The resulting strategy provided a practical foundation for future implementation while supporting alignment between policy objectives, operational priorities and ongoing digital transformation programmes.
